Introduction
Welcome to the National Association of Local Councils (NALC) website. By accessing and using this website, you agree to comply with and be bound by the following terms and conditions of use. If you do not agree to these terms, please do not use this website.
Acceptance of terms
By using the NALC website, you signify your acceptance of these terms of use. NALC reserves the right to modify these terms at any time. Your continued use of the website after any changes are posted constitutes your acceptance of the new terms.
Registration
Anyone wishing to access membership content on NALC’s website, sign up to our newsletter or book onto an event will need to register an account with us first. This is a quick and simple process that shouldn’t take more than five minutes. You will be asked to provide some personal contact information, and if you are from a member council you will be asked to provide the name of your council and your local county association.
County association staff should contact NALC to set up their account.
Registration and account security
When registering an account you are responsible for:
- Providing accurate, current, and complete information during the registration process.
- Maintaining the confidentiality of your account login details and for all activities that occur under your account.
- Switching on multi-factor authentication if you wish to use it.
- Notifying NALC immediately of any unauthorized use of your account.
Who can have an account?
Councillors, clerks and other staff from member councils can register for an account on NALC’s website at any time. We are keen that everyone from a council in membership has easy access to the materials available on this website.
Anyone not from a member council or county association wishing to sign up to NALC’s events or newsletters will also need to register an account. This will not give access to member-only content.
County association staff should contact NALC to set up their account.
Do I need to cancel my account when I leave my council?
You do not need to notify NALC to delete your account when you leave the council. This will happen automatically when your account becomes inactive.
If your account remains inactive for two years, we will notify the email address associated with your account. This notification will inform you of the inactivity and allow you to retain your account. You will be required to log in within 28 days from the date of the notification. If you do not log in within this period, your account will be closed permanently, and any data associated with the account may be deleted. Please ensure your contact information is current so you can receive these important notifications.
Data sharing with county associations
By registering for an account on the NALC website, users from member councils agree to their data being shared with their county association. This data sharing is strictly for the purpose of administering member access to this site.
NALC and county associations are committed to protecting your privacy and ensuring the security of your personal data. All data shared with county associations will be handled in accordance with applicable data protection laws and NALC's Privacy Notice.
My council isn’t on the list when I try to register
There are three reasons why your council might not be on the list:
- Your council is not in membership of NALC and your local county association. If you would like to check your council’s membership status or would like to consider joining membership, please contact your local county association.
- You are looking under the wrong county association. If you are unsure which county association your council is in membership of, then you can email complete the form to confirm.
- Your council has been omitted in error. If your council is in membership of NALC and your local county association then it should be on the list. If it is missing please complete the form and we will resolve this situation.
What if I work for more than one council?
There are some people who work for more than one council, or who are a councillor on one council and a clerk for another. We want to make accessing information as easy as possible for you. Our preference is that you sign up for each council with a separate login. However, if you do not find this practical you can sign up for one account and use it for the different councils you work for (or are a councillor for) as long as those councils are also in membership.
If any of the councils you work for (or are a councillor for) are not in membership you must not use the resources on NALC’s website for your work with those councils. If you do that will be considered a breach of the terms of use and could lead to a suspension of your account even if it is associated with a member council.
Publishing and sharing NALC materials
Definition of materials:
- Any written material produced by NALC. Including but not limited to – webpages, templates, publications, documents, committee papers, and emails.
- Any other media produced by NALC. Including but not limited to – videos, images, and audio recordings.
- Any excepts, quotes, clips or edited versions of the materials above.
Copyright
Unless otherwise indicated, the copyright of the material on this website is owned by NALC. Reproduction and alteration of articles in whole or part are not permitted without prior consent from NALC.
If you require a licence to use NALC materials in a way that is not hereby permitted or which is restricted by the Copyright, Designs and Patents Act 1988, then complete the form. Subject to written permission being given, we may attach conditions to the licence.
Unless otherwise indicated, the copyright of the material on this website is owned by NALC.
Publishing on other websites
NALC materials should not be published on any other websites. Weblinks can be used to allow people to access material on NALC's website. This has the added benefit of ensuring that the most up-to-date material is accessed through those links.
Sharing materials
County associations:
County associations can share materials with member councils to assist with the support and services they provide via email, other electronic communication or printed materials for training and meetings.
Member councils:
Member councils can include NALC materials in their council papers to inform decision-making. This should always be clearly attributed to NALC.
NALC produces a range of templates and model documents for member councils to use and tailor for their own purposes. These can be published on the council’s website once adapted for that council, but the original template/model document should not be published.
Non-member councils and other third parties:
NALC material must not be shared with non-member councils or any other organisations without permission from NALC.
NALC’s website and all the resources contained on the site are intended for local councils in membership of NALC and their local county association only.
It takes considerable time and resource to produce and maintain the materials on this site and this is funded by membership subscriptions. If NALC is made aware of information being shared with non-member councils we will block the account of the individual sharing that information for 6 months. If this individual repeatedly shares information we will consider banning them from NALCs website permanently.
Printing
NALC is a digital-first organisation and does not produce printed material – all materials are provided electronically.
County associations can print materials to share at training or to aid their work with member councils.
NALC material must not be printed and placed on sale without permission from NALC.
Infringement of copyright
If NALC finds or receives evidence that its copyright has been infringed, we will:
- Informal contact — Contact the organisation or individual to establish the facts, inform them of our copyright requirements, and seek to resolve the issue.
- Formal complaint — If that does not resolve the situation, we will send a formal complaint to that organisation/individual and continue to try to find a resolution with them.
- Legal action — If that does not resolve the situation, NALC reserves the right to take further legal action. This might include:
- Stopping further infringing use of the material by seeking an injunction.
- Seeking damages.

If you know someone breaking the Terms of Use of this website please complete the form with evidence of this. We will not investigate any issues related to our terms of use without supporting evidence.
Links and social media
The NALC website includes links to external websites. We select links that are editorially relevant to the content they are linking from and are suitable for the likely audience.
External links are selected and reviewed when the page is published. However, NALC is not responsible for the content of external websites.
Some of our external links may be to websites which also offer commercial services, such as online purchases. The inclusion of a link to an external website from nalc.gov.uk should not be understood to be an endorsement of that website or the site's owners (or their products/services).
Some of the content we link to is generated by others outside of NALC. The views expressed are not those of NALC unless specifically stated.
